FY 2024 PBB Update: Agency Eligibility, Bonus Rates, Requirements, and Release Status
The Office of the President approved the grant of the FY 2024 PBB through Resolution No. 2026-1, dated July 2, 2026. Subsequently, Memorandum Circular No. 2026-1, dated July 3, 2026, established the guidelines for assessing agency performance, determining employee eligibility, and computing the corresponding bonus.
According to the Department of Budget and Management (DBM), qualified government employees may start receiving their bonuses between October and December 2026, following the evaluation and validation of their agencies’ performance reports. However, the actual release will depend on the completion of the necessary requirements and processing procedures.
FY 2024 PBB Eligibility Requirements
Under the guidelines issued by the Executive Order No. 61 Technical Working Group (TWG), government agencies must obtain an overall performance score of at least 70 out of 100 points to qualify for the FY 2024 PBB.
Agency performance is evaluated using four major criteria:
- Performance Results – Achievement of approved performance targets and delivery of government programs and services.
- Process Results – Improvements in government processes and compliance with applicable service delivery standards.
- Financial Results – Responsible and effective utilization of government resources.
- Citizen/Client Satisfaction Results – Performance in addressing public concerns and improving citizen satisfaction.
Agencies must also comply with applicable reporting requirements and government-mandated accountability standards.
An agency that receives a rating below 4 in any eligibility criterion may have the responsible delivery units, officials, or employees excluded from receiving the bonus, in accordance with the prescribed isolation rule.
How Much Is the FY 2024 PBB?
The FY 2024 PBB ranges from 45.5% to 65% of an eligible employee’s monthly basic salary as of December 31, 2024, depending on the agency’s validated overall performance score.
The following rates are prescribed under Memorandum Circular No. 2026-1:

The PBB is computed using the employee’s basic monthly salary as of December 31, 2024, rather than their current 2026 salary.
Additional rules, including applicable reductions for late agency submissions and prorated payments for employees with shorter periods of service, may affect the final amount.
Individual Eligibility Requirements
Aside from agency eligibility, government employees must satisfy the individual requirements under Memorandum Circular No. 2026-1.

Employees who rendered at least three months but less than nine months of service during FY 2024 may qualify for a prorated bonus, subject to the valid reasons and conditions specified in the guidelines.
Latest FY 2024 PBB Release Schedule
During an interview on the Bagong Pilipinas Ngayon program aired over PTV-4 on July 15, 2026, DBM Assistant Secretary Gerald Janda announced that qualified government employees could begin receiving their FY 2024 PBB in October 2026.
According to Janda, validating agencies and the EO No. 61 TWG were expected to complete their assessment of agency performance submissions within the prescribed validation period.
The final eligibility assessment, initially targeted for release in September or October, will serve as the basis for identifying qualified employees and processing the corresponding bonuses.
The DBM identified October to December 2026 as the anticipated period for the release of the incentive. Funding for eligible personnel of national government agencies is included in the FY 2026 General Appropriations Act.
FY 2024 PBB Agency Eligibility and Release Tracker
Government employees awaiting the FY 2024 PBB may refer to the DBM’s official Notice of Cash Allocation (NCA) Listing for information on fund releases to national government agencies.
An NCA authorizes an agency to withdraw and disburse funds for a specified purpose. An NCA explicitly issued for the FY 2024 PBB can therefore provide evidence that funding has been released to the agency.
However, the issuance of an NCA does not necessarily mean that qualified employees have already received their bonuses. Actual payment still depends on the agency’s internal payroll and disbursement process.
Agency-Specific Releases Awaiting Verification
As of September 30, 2026, no agency-specific FY 2024 PBB payment has been independently confirmed through the official sources reviewed for this article.
This does not establish that no agency has received an allocation or made a payment. The DBM’s announced October–December 2026 release window remains the relevant reference until more recent official payment information becomes available.
