Special Non-Working Days Declared in Selected Areas for September 2026

Malacañang has issued several proclamations declaring special (non-working) days in selected provinces, cities, and municipalities across the Philippines this September 2026.

The declarations were issued to allow residents to participate in local founding anniversaries, festivals, fiestas, commemorative activities, and other significant events. One declaration also covered the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in connection with its parliamentary elections.

IMPORTANT: These are local or regional special non-working days and do not apply nationwide. Only the areas specifically identified in the respective proclamations are covered.

Here is the list arranged chronologically by date:

1. September 11, 2026 – Friday — Cordillera Administrative Region (CAR)
   Proclamation No. 1389, s. 2026
   September 11 was declared a special non-working day throughout the Cordillera Administrative Region in celebration of the 40th Sipat Anniversary. The anniversary falls on September 13, 2026, a Sunday, prompting the observance to be held on September 11.
2. September 14, 2026 – Monday — Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)
   Proclamation No. 1395, s. 2026
   The date was declared a special non-working day in BARMM to allow residents to participate in the region's first regular parliamentary elections and exercise their right to vote.
3. September 15, 2026 – Tuesday — Municipality of Hingyon, Ifugao
   Proclamation No. 1423, s. 2026
   The special non-working day was declared in connection with the municipality's Founding Anniversary. The anniversary falls on September 12, a Saturday, and the local government requested that the non-working day instead be observed on September 15.
4. September 18, 2026 – Friday — Selected Municipalities in Camarines Sur and San Pascual, Masbate
   Proclamation No. 1444, s. 2026
   The declaration covers Bombon, Bula, Calabanga, Camaligan, Canaman, Gainza, Libmanan, Magarao, Milaor, Minalabac, Ocampo, Pamplona, Pasacao, Pili, San Fernando, and Siruma in Camarines Sur, as well as San Pascual in Masbate. The declaration was issued in connection with the Peñafrancia Festival, allowing residents, government personnel, families, and visitors to participate in related cultural and civic activities.

5. September 21, 2026 – Monday — San Mateo, Rizal and Aguinaldo, Ifugao
   San Mateo, Rizal – Proclamation No. 1424, s. 2026
   September 21 was declared a special non-working day in San Mateo in celebration of the municipality's 454th Founding Anniversary.

   Aguinaldo, Ifugao – Proclamation No. 1437, s. 2026
   The municipality also observed September 21 as a special non-working day for its Founding Anniversary. The actual anniversary fell on September 20, a Sunday, and the special non-working day was observed the following Monday.

6. September 22, 2026 – Tuesday — Mondragon, Northern Samar and Lumban, Laguna
   Mondragon, Northern Samar – Proclamation No. 1426, s. 2026
   September 22 was declared a special non-working day in Mondragon in celebration of the municipality's 143rd Founding Anniversary.

   Lumban, Laguna – Proclamation No. 1446, s. 2026
   The same date was declared a special non-working day in Lumban in celebration of its Founding Anniversary, giving residents the opportunity to participate in the occasion.

7. September 28, 2026 – Monday — Municipality of Alicia, Isabela
   Proclamation No. 1430, s. 2026
   September 28 will be a special non-working day in Alicia in celebration of the municipality's Founding Anniversary.

8. September 29, 2026 – Tuesday — Iligan City, Irosin in Sorsogon, and Tayabas City in Quezon
   Iligan City – Proclamation No. 1431, s. 2026
   September 29 will be a special non-working day in Iligan City in celebration of the Diyandi Festival.

   Irosin, Sorsogon – Proclamation No. 1432, s. 2026
   Irosin will observe a special non-working day on September 29 in celebration of the Paray Festival.

   Tayabas City, Quezon – Proclamation No. 1438, s. 2026
   September 29 was declared a special non-working day in the City of Tayabas in celebration of its city fiesta.

9. September 30, 2026 – Wednesday — Masbate City and Bagabag, Nueva Vizcaya
   Masbate City – Proclamation No. 1433, s. 2026
   September 30 will be a special non-working day in Masbate City as it celebrates its 26th Cityhood Anniversary.

   Bagabag, Nueva Vizcaya – Proclamation No. 1439, s. 2026
   Bagabag will likewise observe September 30 as a special non-working day in celebration of its Founding Anniversary.

Local Holidays, Not Nationwide Holidays

Residents, workers, students, parents, and establishments are reminded that the special non-working day declarations listed above apply only to the specific provinces, cities, municipalities, or regions identified in each proclamation.

They should therefore not be interpreted as nationwide holidays or nationwide suspensions of work and classes.
