₱5,000 Monthly PERA Proposed for Government Employees Under Senate Bill 2540
MANILA, Philippines — More than three million government employees nationwide could benefit from a proposed increase in the monthly Personnel Economic Relief Allowance (PERA) from ₱2,000 to ₱5,000, following a legislative measure being pushed by Senator Joseph Victor “JV” Ejercito.
According to reports published on October 12, 2026, Ejercito is seeking a ₱3,000 monthly increase through Senate Bill No. 2540, also referred to as the proposed PERA Adjustment Act, to help government workers cope with the rising cost of living.
If approved and implemented, the adjustment would provide qualified public servants with an additional ₱36,000 annually, offering financial assistance amid increasing prices of food, transportation, electricity, and other essential household expenses.
PERA Remains Unchanged for 17 Years
The proposed legislation addresses the long-standing issue of the government's Personnel Economic Relief Allowance, which has remained at ₱2,000 monthly since 2009.
Under Senate and House Joint Resolution No. 4 and Department of Budget and Management (DBM) Budget Circular No. 2009-3, the ₱2,000 rate was established by combining the previous ₱500 PERA and ₱1,500 Additional Compensation.
Despite changes in economic conditions over the past 17 years, the allowance has not received a corresponding increase.
Ejercito explained that the purchasing power of the Philippine peso has been affected by higher energy costs, transportation fares, and the increasing prices of essential goods and services.
The senator maintains that an adjustment is necessary to help restore the allowance's original purpose of providing economic relief to public servants.
Additional ₱3,000 Monthly Benefit Proposed
Under the proposed adjustment, qualified government employees would receive the following:
Current Monthly PERA: ₱2,000
Proposed Monthly PERA: ₱5,000
Proposed Monthly Increase: ₱3,000
Additional Annual Benefit: ₱36,000
For example, a public school teacher currently receiving ₱2,000 in monthly PERA would receive ₱5,000 if the measure becomes law and is fully implemented.
This would increase the teacher's annual PERA from ₱24,000 to ₱60,000, assuming eligibility throughout the year.
The proposed increase would be separate from regular salaries and other government employee benefits.
Automatic Annual Adjustment Based on Inflation
Another provision of the proposed PERA Adjustment Act seeks to introduce an automatic annual adjustment linked to increases in the country's inflation rate.
This mechanism aims to prevent the allowance from losing its purchasing power over time.
Rather than waiting for another legislative measure whenever living costs increase, PERA could be adjusted periodically according to the inflation-based mechanism prescribed by the proposed law.
The provision is intended to make the benefit more responsive to changing economic conditions.
Who Could Benefit From the Proposed Increase?
According to the reported provisions of Senate Bill No. 2540, the measure seeks to cover qualified government personnel across various sectors and agencies.
These include public school teachers, non-teaching personnel, healthcare workers, agricultural employees, law enforcement officers, administrative personnel, and other eligible government workers.
The reported coverage includes appointive and elective officials and employees of national and local government offices occupying regular, contractual, or casual positions.
Military and uniformed personnel would likewise be included.
However, government personnel assigned overseas who already receive foreign service or other applicable overseas allowances would be excluded.
It is important to clarify that job-order (JO) and contract-of-service (COS) workers are not automatically covered by existing PERA rules. Their inclusion would depend on the final language of any enacted legislation and applicable implementing guidelines.
Another PERA Increase Being Discussed for 2027
The latest ₱5,000 proposal comes amid continuing discussions about increasing government employees' allowances under the proposed 2027 national budget.
Earlier, the Department of Budget and Management expressed its intention to pursue a more modest adjustment of ₱500, potentially raising monthly PERA from ₱2,000 to ₱2,500.
However, government employee organizations and lawmakers have called for a larger increase to ₱5,000, arguing that the current allowance is no longer sufficient to address rising living expenses.
On October 8, 2026, the House of Representatives reported approving an amendment to the proposed 2027 General Appropriations Bill that would provide PERA of at least ₱2,000 monthly.
The amendment is intended to provide flexibility for possible additional allowances, although it does not itself guarantee an increase to either ₱2,500 or ₱5,000.
These budget discussions are separate from Ejercito's legislative proposal.
Government Workers Await Congressional Action
The proposed increase has drawn attention from government workers, particularly those in education, healthcare, public safety, and other essential public services.
Organizations such as the Alliance of Concerned Teachers, Alliance of Health Workers, and Confederation for Unity, Recognition and Advancement of Government Employees have previously advocated higher economic relief allowances.
Supporters of the proposal argue that increasing PERA would help government personnel manage daily expenses and improve their financial well-being.
However, implementation would also require consideration of the government's financial capacity, the number of eligible beneficiaries, and the budget needed to sustain the higher allowance.
With more than three million potential beneficiaries cited in news reports, the proposal would require substantial additional government funding.
